This segment is the elbow at the NE corner of the loop, stretching from the I-84 Freeway to the Broadway Bridge a the Willamette River. It runs through the Lloyd and Albina, Portland’s historically Black neighborhood that was focused on N Broadway before it was demolished in the 1960s to make way for the I-5 Freeway and what would become the Rose Quarter. Through this area the loop has an opportunity to reflect the Albina community’s history and sense of place while also adding much needed additional branding for Lloyd to the east.
